Abstract
The article proposes a model of a unified bibliographic metadata layer for the National Scientific Publications Platform of Uzbekistan, with quality control embedded at every processing stage. Each field value is stored as an assertion with its source, method, time and confidence; the canonical value is selected by source rank. Quality is assessed along six dimensions; completeness, correctness and consistency are combined into a metadata quality index guiding recommendations to journals.
