Abstract

Although many researchers have studied the uprising that took place in Turkestan in 1916, there is still no clear answer to the following principal question: why did a large-scale uprising occur precisely in Turkestan, even though military mobilisation had also been announced in Siberia, in the Caucasus and among the Kalmyk population? In this article I attempt to find an answer to this question, in particular by analysing certain institutional and practical features of the work of the Turkestan administration during the period of tsarist Russia.
